Australia's second-largest telecommunications company, Optus, has apologised after a massive outage left more than 10 million customers unable to use their phones and internet services for most of the day, including calls to triple 0.

Critical infrastructure, like hospitals, suffered communication issues and Melbourne's entire train network came to a halt temporarily.

A cyber attack has been excluded.

Rachael Falk is the CEO of the Cyber Security Cooperative Research Centre. She's currently drafting the Federal Government's cyber security strategy and she was Telstra's first General Manager of Cyber Influence.
