公元二〇〇五年後台灣第三代戰機已逐漸老化，為因應可能爆發戰爭之威脅，除原有IDF、MG-2000-5、F-16A/B BLOCK20共340架戰機會繼續提升戰力延壽工程外，積極研發ADF及向美採購JSF、或法制颶風級Rafale攻擊戰機將是蔡英文提出"決戰海外"最佳考慮，有了原三種戰機再加上新式遠端攻擊戰機的加入，台灣的戰機總數可達一千架左右。
