動漫星城的地理位置處於人民公園的地下，其建築面積約為32000平方米。
動漫星城總共設有負一層、負二層和負三層共三層，其中負二層有夾層空間，每一層分為東區和西區兩個區域，除負一層貫通東區和西區外， 負二層和負三層因地鐵2號線北站廳以及2號線月台而被完全分隔成東區和西區。
另外，動漫星城三層均設有連通地鐵公園前站的通道，不過地下三層的兩個連通2號線側式月台的通道僅供地鐵出站進入動漫星城。
