On May 15, 1955, Zhu Guang, then Secretary of the Guangzhou Municipal Committee of the Communist Party of China and Mayor of the Municipal People's Government, personally presided over the foundation laying ceremony. More than 2,000 returned overseas Chinese and their family members attended. When the foundation stone was laid, Huanshi Road had not yet been formed, Xianlie Road was still a "Huangni Road", and the only building nearby was a telegraph building, which later became the office of the "Preparatory Committee".
In April 1956, the Overseas Chinese Primary School, including a teaching building, auditorium and student dormitories, was first completed and put into use. By 1957, the Overseas Chinese New Village had been continuously built with various types of single-family houses and collective apartments divided into A, B, C and D, and the new village had taken shape.
